This is determined by the characteristics of flour.

The reason why the dust will explode is that the dust has a large surface area. Compared with blocky materials, dust has strong chemical activity, large air contact area, more adsorbed oxygen molecules, and fast oxidation exothermic process. When the conditions are appropriate, if one of the dust particles is ignited by fire, a chain reaction will occur and explosion will occur.
